Since 1927, Phillips 66 has been a leader in the natural gas liquids (NGL) business through its initial stake in fractionation at the Burbank field in Oklahoma. Today, Phillips 66 is actively involved from gathering and processing NGL all the way to petrochemical end use through 50 percent equity stakes in DCP Midstream and Chevron Phillips Chemical Company.

Phillips 66 offers a range of solutions to customers in Y-Grade production through international petrochemical manufacturing with the continued expansion of the Sweeny Hub. In the fall of 2015, Phillips 66 began operations at its new 100,000 barrels per day (BPD) NGL fractionator located in Old Ocean, Texas. Sweeny Fractionator One1 is adjacent to the Sand Hills Pipeline1 and is supported by 250 miles of new pipelines providing connectivity to Mont Belvieu, as well as a multimillion-barrel storage cavern complex.

The Freeport LPG Export Terminal leverages our transportation and storage infrastructure to supply petrochemical, heating, and transportation markets globally. The terminal currently has an export capacity of 150,000 BPD (4.5 million tons) of LPG, with the ability to expand to 225,000 BPD. Two loading arms per dock allow Phillips 66 to simultaneously load two ships for a loading rate of 36,000 barrels per hour. To facilitate fast loading rates, Phillips 66 is equipped with a 550,000 barrel propane tank and four refrigeration trains. Also included with this project is a 100,000 BPD de-ethanizer unit to upgrade domestic propane for export.

Phillips 66 provides a wide range of LPG export options including FOB, tenders, and delivered cargos out of the Freeport facility. The terminal is located away from the congestion of the Houston Ship Channel and its three mile proximity to open water allows for increased reliability and reduced chance of demurrage. The Freeport LPG Export Terminal is also well situated for additional expansion in the 400-foot-wide, 45-foot-deep channel.

Across our system, Phillips 66 has approximately 200,000 BPD of fractionator capacity with ownership interests in:

  • 22.5 percent of Gulf Coast Fractionators, which owns a fractionating facility in Mont Belvieu, Texas
  • 12.5 percent of the Enterprise Mont Belvieu fractionator
  • 40 percent of the Conway fractionator, in Conway, Kansas

Supporting the fractionators in our portfolio, Phillips 66 holds nearly 1.4 million BPD of NGL and LPG throughput capacity across 5,000 miles of pipeline and 10 million barrels of existing and planned storage capacity.
